PUBLIC HEARINGS:

 

1.   Continued from September 13, 2006; Beazer Homes; The Villas at Haciendas has filed a development application located on the northeast corner of Avenue 43 and Calhoun Street. (Sean Moore, Senior Planner) Recommendation: Continue to October 11, 2006 for re-noticing; Entitlements include:

 

a.                  Conditional Use Permit; 06-7-866; to allow for two-story homes within Tract Map 31975.  Order No. 1243

 

b.                  Design Review 06-7-235; to consider the architectural and landscaping design for 137 detached single-family homes within Tract Map 31975.  Minute Order No. 1512

 

 

 

 

2.      Continued from September 13, 2006; Mt. Zion has filed an application located on the south side of Indio Boulevard, west of Clinton Street and north of Jonquil Avenue. (Leila Namvar, Assistant Planner) Recommendation: Approve  Entitlements include:

 

a.                  General Plan Amendment 06-3-79; to change the General Plan land use designation from residential low (RL) to residential high. (RH). Resolution No. 1462

 

b.                  Change of Zone 06-3-642; from residential low (RL) to residential high (RH). Resolution No. 1463

 

c.                  Tentative Tract Map; 06-3-441 (TM 34602); to subdivide 2.61 acres into two parcels for a church and for condominium purposes. Resolution No 1464

 

d.                  Conditional Use Permit 06-3-855; to allow a church in the residential high zone district. Order No. 1233

 

e.                  Design Review 06-3-215; to consider the architectural and landscaping design to construct an 8,454 square foot church and a 26,317 square foot 36-unit senior condominium project. Minute Order 1501

 

 

3.   Design Review 06-8-238; C&M Material Supply has filed an application to construct 15,000 square feet of Warehouse/Storage and 6,803 square feet of Office/Retail on  2.9 acres of vacant property located south side of Avenue 45, east of Palo Verde Street. (Leila Namvar, Assistant Planner) Recommendation: Approve; Minute Order No. 1513

 

4.      Conditional Use Permit 06-7-865; ABC Recovery Center; to allow a rehabilitation facility in the residential low (RL) district located on the northwest corner of Palm Street and Valencia Street.  (Leila Namvar, Assistant Planner) Recommendation: Approve; Order No. 1244

 

5.      SunCal Companies, the applicant has filed a request to install an Entry Gate System for the Terra Lago Phase II located north of the I-10 freeway, west of Dillon Road.

 

6.      City of Indio has proposed two items.  Entitlements include:

 

a.      Amendment to GPA 06-6-81; Amend the City’s General Plan Land Use element to re-designate 25 square miles from Riverside County Land Use Designations of Open Space Conservation and Light Industrial (LI) to Specific Plan (SP).  The area is generally bounded on the north by Avenue 32, on the west by Washington Street as it transitions to become Ramon Road, and on the south by the existing SOI for the City of Indio.  Resolution No. 1465

 

b.      Environmental Assessment 06-6-456; The Initial Study found that the proposed project will not have any negative impacts on the environment.

 

 

7.      General Plan Amendment 05-12-75; to amend the circulation element by changing the designation of Hoover Street between Fred Waring Drive and Monroe Street from a secondary street to a collector street. Resolution No. 1466
