PUBLIC HEARINGS:

 

1.      Continued from September 13, 2006; Jefferson Street Ventures, LLC has filed a development application for the Jefferson Street Commercial Plaza project consisting of 156,650 square feet of retail space on 26.85 acres for the property located on the north side of Varner Road, east of Jefferson Street (Steve Walker, Principal Planner) Recommendation: Continue to November 8, 2006; Approve Entitlements include:

 

a.      Environmental Assessment; 05-1-417; Certification of the Final Mitigated Negative Declaration.

 

b.      Project Master Plan; 05-1-38; to outline land use regulations, development standards, and design guidelines for the phased development of a commercial development within the Gateway Conceptual Specific Plan. Resolution No. 1459

 

 

 

 

2.   Continued from September 13, 2006; Las Plumas, Inc.; Las Plumas West; has filed an application located east of Jackson Street and Avenue 49. (Mamun Faruque, Senior Planner) Recommendation: Continue to October 25, 2006; Entitlements include:

           

a.      Environmental Assessment 05-12-449; Certification of Final Mitigated Negative Declaration.

 

b.      Change of Zone 05-12-640; to change the land use designation on a 38.03 acre parcel from residential low (RL) to residential medium (RM).  Resolution No. 1459

 

c.      Tentative Tract Map 33875 (TM 05-12-439); to subdivide a 38.03 acre parcel into 171 single-family residential lots and lettered lots for streets, park, and retention areas.  Resolution No. 1460

 

3.   Continued from September 27, 2006; Beazer Homes; The Villas at Haciendas has filed a development application located on the northeast corner of Avenue 43 and Calhoun Street. (Sean Moore, Senior Planner) Recommendation: Withdraw; Entitlements include:

 

a.                  Conditional Use Permit; 06-7-866; to allow for two-story homes within Tract Map 31975.  Order No. 1243

 

b.                  Design Review 06-7-235; to consider the architectural and landscaping design for 137 detached single-family homes within Tract Map 31975.  Minute Order No. 1512

 

4.      LM2, Inc., a California Corporation, has filed an application located at the southwest corner of Jackson Street and Avenue 42, north of the I-10 freeway.  (Mamun Faruque, Senior Planner) Recommendation: Approve; Entitlements include:

 

a.      Environment Assessment 06-1-450; Certification of Final Subsequent Environmental Impact Report with a Statement of Overriding Considerations and Mitigation Monitoring Program.  Resolution No. 1467

 

b.      Tentative Parcel Map 35026 (06-9-350); to subdivide 32 acre parcel into 18 commercial lots.  Order No. 1245

 

c.      Design Review 05-7-187; to review and consider architecture, landscape, and circulation plans for a 375,000 square foot Shopping Center (Showcase at Indio) including a 173,890 square foot Target Store (anchor) on a total of 32-acres of vacant land.  Minute Order No. 1514

 

d.      A Finding that the vacation of a portion of Atlantic Avenue is consistent with the City of Indio General Plan 2020.  Minute Order No. 1515

5.      McComic Consolidated / Transwest Housing ; Painted Hills; has filed an application located north of Avenue 44 between the All American Canal and Waste Way No. 3.  (Sean Moore, Senior Planner) Recommendation: Approve; Entitlements include:

 

a.      Environmental Assessment 06-9-459; Certification of Final Mitigated Negative Declaration.

 

b.      Project Master Plan 06-4-47; Development of a 27.30 acre parcel into 67 residential lots in a private gated residential community with open space and recreational amenities, paved roadways, concrete walks and driveways, landscape areas, a well site, and underground utilities.  Resolution No. 1468

 

c.      Tentative Tract Map 34351 (TM 06-4-442); to subdivide  27.30 acres into 67 lots for detached single family homes  Resolution No. 1469
