1.      Continued from June 28, 2006; Jefferson Street Ventures, LLC has filed a development application for the Jefferson Street Commercial Plaza project consisting of 156,650 square feet of retail space on 17.35 acres for the property located on the north side of Varner Road, east of Jefferson Street (Steve Walker, Principal Planner) Recommendation: Continue to October 11, 2006; Entitlements include:

 

a.      Environmental Assessment; 05-1-417; Certification of the Final Mitigated Negative Declaration.

 

b.      Project Master Plan; 05-1-38; to outline land use regulations, development standards, and design guidelines for the phased development of a commercial development within the Gateway Conceptual Specific Plan. Resolution No. 1459

 

 

 

 

2.      Continued from July 26, 2006; Mt. Zion has filed an application located on the south side of Indio Boulevard, west of Clinton Street and north of Jonquil Avenue. (Leila Namvar, Assistant Planner) Recommendation: Approve  Entitlements include:

 

a.                  General Plan Amendment 06-3-79; to change the General Plan land use designation from residential low (RL) to residential high. (RH). Resolution No. 1462

 

b.                  Change of Zone 06-3-642; from residential low (RL) to residential high (RH). Resolution No. 1463

 

c.                  Tentative Tract Map; 06-3-441 (TM 34602); to subdivide 2.61 acres into two parcels for a church and for condominium purposes. Resolution No 1464

 

d.                  Conditional Use Permit 06-3-855; to allow a church in the residential high zone district. Order No. 1233

 

e.                  Design Review 06-3-215; to consider the architectural and landscaping design to construct an 8,454 square foot church and a 26,317 square foot 36-unit senior condominium project. Minute Order 1501

 

3.      Continued from July 26, 2006; Design Review 06-6-230; Ryland Homes; Villarosa; to consider the architecture and landscape of 78 single-family residential homes in Terra Lago Planning Area 12 on 12.71 acres located on the northeast corner of Golf Center Parkway and Avenue 44. (Sean Moore, Senior Planner) Recommendation: Approve; Minute Order No. 1504

 

4.      Conditional Use Permit 06-8-868; 10 West Motorsports has filed an application to allow new motorcycles sales in the Community Commercial Zone district. (Leila Namvar, Assistant Planner); Recommendation: Approve; Order No. 1241

 

5.   Continued from March 8, 2006; Las Plumas, Inc.; Las Plumas West; has filed an application located east of Jackson Street and Avenue 49. (Mamun Faruque, Senior Planner) Recommendation: Deny; Entitlements include:

 

a.      Environmental Assessment 05-12-449; Certification of Final Mitigated Negative Declaration.

 

b.      Change of Zone 05-12-640; to change the land use designation on a 38.03 acre parcel from residential low (RL) to residential medium (RM).  Resolution No. 1459

 

c.      Tentative Tract Map 33875 (TM 05-12-439); to subdivide a 38.03 acre parcel into 171 single-family residential lots and lettered lots for streets, park, and retention areas.  Resolution No. 1460

 

6.                  Design Review 06-5-228; Time Warner Entertainment has filed an application to review and consider architecture, landscape and circulation plans for a 66,224 square foot, two-story detached industrial/commercial building including 15,760 future addition of office spaces (Phase II) on a total of 5.89 acres of vacant land. (Mamun Faruque, Senior Planner) Recommendation: Approve; Minute Order No. 1509

 

7.                  Venture Retail Group has filed an application located on the southwest corner of Highway 111 and Arabia Street.  (Steve Walker, Principal Planner) Recommendation: Approve;  Entitlements include:

 

a.      Amendment of Conditional Use Permit 06-1-852; for the proposed development of two buildings with drive-thru in a 34,829 square-foot commercial shopping center on a 3.62 acre site.  Order No. 1242

 

b.      Amendment of Design Review 05-8-188; to review and consider architecture and landscape plans for a proposed 34,829 square-foot commercial shopping center on 3.62 acres.  Minute Order No. 1510

 

8.                  Design Review 06-8-237; William Tribble has filed an application to consider the architectural and landscaping design for 25 detached single family homes within Tentative Tract Map 32629 located on the south side of Avenue 43, east of Kenya Drive and west of the All American Canal.  (Sean Moore, Senior Planner) Recommendation: Approve; Minute Order No. 1511

 

9.                  Beazer Homes; The Villas at Haciendas has filed a development application located on the northeast corner of Avenue 43 and Calhoun Street. (Sean Moore, Senior Planner) Recommendation: Approve; Entitlements include:

 

a.      Conditional Use Permit; 06-7-866; to allow for two-story homes within Tract Map 31975.  Order No. 1243

 

b.      Design Review 06-7-235; to consider the architectural and landscaping design for 137 detached single-family homes within Tract Map 31975.  Minute Order No. 1512
