Construction and Demolition (C&D) Debris Recycling Program

The Indio City Council passed an Ordinance amending the Municipal Code to require that certain construction and demolition (C & D) projects achieve waste diversion rates of up to 50%. The Ordinance requires that a C&D Recycling Plan be submitted and approved by the City before a permit is issued.

Construction and demolition (C&D) debris is a significant and growing part of land filled waste in California. A large percentage of construction waste can be recycled. Requiring that C&D materials be recycled as a condition of receiving a building permit will assist the City of Indio in complying with State laws requiring a citywide diversion rates of 50%.

  • Building Permit Application Requirements
    As a condition of issuing the building permit application, applicants for projects covered by the Ordinance must submit a C&D Recycling Plan in a format provided by the City that includes estimates of waste generated, materials to be diverted, and facilities to be utilized. Once approved a permit will be issued. Copies of the C & D Recycling Plan must be kept on the job site.
  • Diversion Rate Requirements
    A minimum recycling rate of 50% is required for all projects covered by the Ordinance.
  • Alternative Daily Cover at Landfills
    Use of materials as Alternative Daily Cover (ADC) at landfills shall not be considered diversion for the purposes of demonstrating compliance with this Ordinance for new construction or demolition projects.
  • Demonstrating Compliance with Diversion
    Covered projects must submit documentation (copies of receipts, weight tags, etc.) bi-weekly to stay in compliance with the ordinance. The franchised hauler will submit reports monthly to the city fro materials they handle.
  • Technical Assistance for Covered Projects
    The City will provide information about potential recycling service providers and assist applicants and project contractors in developing reuse, salvage, deconstruction, and recycling activities.
