The East Indio Land Planning Annexation Study is a focused planning study to analyze the potential annexation of approximately 4,609 acres of unincorporated County of Riverside land into the City’s boundary. The study area is part of the City’s existing Eastern Sphere of Influence (SOI) that is located adjacent to the eastern city boundary and envisioned for potential future annexation per the City’s General Plan. An SOI is a legally defined area outside a City’s boundary that identifies where a city may provide services or potentially annex—meaning absorb the land into its official boundary— in the future. The City envisions this area as a future employment hub with a mix of employment-generating uses, such as a business park with light industrial and logistics, office, retail, in addition to workforce housing and open space, to support job creation and diversification, enhance services, and promote investment in the city. The goal for this study is to identify the portion of the land for annexation through a series of supportive analyses and ongoing outreach and engagement with interested parties, as well as to prepare the required Riverside Local Agency Formation Commission (LAFCO) application to facilitate a request for annexation.

Indio residents will be encouraged to participate in this planning process by providing input at key project milestones. The City envisions outreach opportunities to include in-person workshops, online surveys, and presentations to the City’s relevant commissions and Council. Process
The City of Indio is studying a 4,609-acre area east of the current city limits to explore its potential for future business development, job growth, and infrastructure improvements.
As part of the study, we are evaluating the area’s opportunities and constraints, including flood risks, existing land uses, biological and cultural resources, transportation access, geology, and the availability of public services such as water, sewer, and emergency response. This helps the City understand where development could be appropriate and where natural or sensitive areas should be preserved.
The study also includes a fiscal impact analysis to understand potential costs and benefits, preparation of environmental documentation, and development of a Riverside LAFCO application should the City decide to move forward with annexation in the future.
Community input is a key part of the process. We are engaging property owners, local businesses, Planning Commissioners, City Council, and the broader community to gather feedback and help shape a shared vision.
